Each digit indicates the type of drug (e.g., "Generic", "Brand", etc.) included on the formulary tier for the coverage gap phase when the Part D plan only covers a partial list of drugs in the coverage gap (gap_tier_partial=Yes). A tier may include multiple drug types.
