If the T-MSIS records included any managed care contract effective and end date ranges that were not continuous with the APL base record’s continuous managed care contract effective and end date (i.e., the MC_PLAN_CNTRCT_START_DT and MC_PLAN_CNTRCT_END_DT), then this flag will be equal to 1.
